We construct a minimal complex surface of general type with pg=0p_g=0, K2=4K^2 =4, and π1=Z/2Zπ_1=\mathbb{Z}/2\mathbb{Z} using a rational blow-down surgery and a Q\mathbb{Q}-Gorenstein smoothing theory.
