In this paper we give a classification of closed and connected Lie groups, up to conjugacy in Iso(R13)Iso({\mathbb{R}^3_1}), acting by cohomogeneity one on the three dimensional Minkowski space R13\mathbb{R}^3_1 in both cases, proper and nonproper actions. Let X be a proper hyperbolic geodesic metric space and let G be a closed subgroup of the isometry group Iso(X) of X.
