We obtain a growth estimate for the number of lattice points inside any Q-Gorenstein cone. Our proof uses the result of Futaki-Ono-Wang on Sasaki-Einstein metric for the toric Sasakian manifold associated to the cone, a Yau's inequality, and the Kawasaki-Riemann-Roch formula for orbifolds.

We construct a minimal complex surface of general type with pg=0p_g=0, K2=4K^2 =4, and π1=Z/2Zπ_1=\mathbb{Z}/2\mathbb{Z} using a rational blow-down surgery and a Q\mathbb{Q}-Gorenstein smoothing theory. In a similar fashion, we also construct a symplectic 4-manifold with b2+=1b_2^+=1, K2=5K^2=5, and π1=Z/2Zπ_1=\mathbb{Z}/2\mathbb{Z}.
